Why no ACR means no sale
Section 508 of the Rehabilitation Act requires US federal agencies to buy information and communication technology that’s accessible — and per GSA’s own guidance, a vendor must provide a completed Accessibility Conformance Report or the government may not proceed with the purchase (absent a special exception the government, never the vendor, claims). The VPAT is the template that produces that ACR. It is, literally, a gate on the sale.
